- Why it matters: the 19-day ban was the first government-imposed suspension of a commercial AI model. The conditional restoration establishes an explicit quid pro quo — ongoing reporting and standards obligations in exchange for deployment rights. This is the template for future US government AI oversight: not permanent bans, but negotiated access with compliance strings attached.
